If someone's email is not on gmail or google suite, they can create google account at https://accounts.google.com/signup/v2/webcreateaccount?hl=en-GB&flowName=GlifWebSignIn&flowEntry=SignUp, and select "Use my current email address" instead

Avoid to create documents under My Drive and then share them individually with groups/users, use Shared drives instead
Avoid sharing drives/folders/documents with individuals, share them with groups instead for better delegation
